Off shore jobs? Why not off shore tax liability?

Former Obama Press Secretary Robert Gibbs told CNN that "nobody knows" whether Mitt Romney committed tax evasion after Vanity Fair magazine reported he kept a nice chunk of his 200 million dollar fortune in "more than a dozen entities in Bermuda, Switzerland and the Cayman Islands". Gibbs said we need to see more than the 2 years of tax returns Romney released for his presidential run compared to the 23 years of tax returns Romney submitted to the McCain 2008 campaign when he was seeking the VP spot. (McCain passed on Romney for Sarah Palin.)
 
We know Romney described job outsourcing as "off shoring" when he was called out about job outsourcing by the Obama campaign. If Romney doesn't want us to conclude he also off shored his tax liability,  he needs to cough up those other 21 years of tax returns.
