Governor Quinn Announces Swift Approval of Tornado Relief for 15 Counties

On Nov. 26, Governor Pat Quinn announced that President Barack Obama had approved his request for federal assistance to help people and businesses in 15 Illinois counties recover from the Nov. 17 deadly tornadoes. The announcement came just one day after Governor Quinn submitted his request for Champaign, Douglas, Fayette, Grundy, Jasper, LaSalle, Massac, Pope, Tazewell, Vermilion, Wabash, Washington, Wayne, Will and Woodford counties. Since Nov. 17, Illinois' emergency management officials have worked around-the-clock to expedite the federal request and direct aid into the communities as quickly as possible."
Anyone impacted by the Nov. 17 tornadoes should register for the grants and low-interest loans they may be eligible for. The Federal Emergency Management Agency (FEMA), which administers the assistance program, has a toll-free telephone number (1-800-621-FEMA (3362) or 1-800-462-7585 (TTY) for hearing and speech impaired) for victims to apply for assistance. Registration can also be done online at www.disasterassistance.gov.
Available assistance to people and businesses in the 15 approved counties affected by the Nov. 17 storms includes:
  • Grants of up to $32,400 to help with disaster-related needs and necessary expenses not covered by insurance and other aid programs, such as replacement of personal property, and transportation, medical, dental and funeral expenses.
  • Low-interest loans for up to $200,000 for homeowners to cover uninsured property losses, including repair or replacement of homes, vehicles, clothing or other damaged personal property. Renters and homeowners can receive loans of up to $40,000 to replace damaged or destroyed personal property, such as clothing, furniture, appliances, vehicles, etc.
  • Crisis counseling, disaster-related unemployment assistance, legal aid and assistance with income tax, Social Security and veteran's benefits.
  • Businesses and private not-for-profit organizations may borrow up to $2 million to repair or replace disaster damaged or destroyed real estate, machinery and equipment, inventory and other business assets. Loans are also available to some businesses for economic losses.
The Governor is committed to helping communities across Illinois recover following the deadly storms on Nov. 17. For more information about disaster recovery resources, including shelters and ways to help tornado survivors, visit ready.illinois.gov.

Governor Pat Quinn Signs Marriage Equality Into Law

On November 20, in front of a crowd of thousands at the University of Illinois at Chicago's UIC Forum, Governor Quinn signed historic legislation making Illinois the 16th state in the nation to embrace full marriage equality. The legislation permits all couples in the Land of Lincoln to receive the rights and protections of marriage.
Senate Bill 10, sponsored by State Senator Heather Steans (D-Chicago) and State Representative Greg Harris (D-Chicago), requires that all Illinois laws pertaining to civil marriage must apply equally to all couples. The law will guarantee equal access to status, benefits, protections, rights and responsibilities for all couples entering into marriage and their families. The law also allows the voluntary conversion of a civil union to a marriage and protects the religious freedom of churches, mosques, synagogues, temples and other religious organizations. This law takes effect June 1, 2014.
As part of his agenda to ensure Illinois embraces all people, Governor Quinn made marriage equality a top legislative priority this year, featuring it in his 2013 State of the State address. Governor Quinn pushed for marriage equality throughout the 2013 legislative session. In 2011, the Governor signed into law historic civil union legislation. Since then, more than 6,000 couples from across Illinois have joined in a civil union.

Governor Quinn Delivers Supplies to Help Tornado Recovery in Brookport

On Nov. 25, Governor Pat Quinn announced the delivery of nearly 300 pallets of donated supplies to help people in Brookport recover from the deadly tornado that damaged or destroyed more than 150 homes. Prior to the Nov. 17 tornadoes, the supplies were originally collected to provide assistance for people who were devastated by Typhoon Haiyan, but the Rizal Center had not yet been able to transport the goods to the Philippines.
The items, which include 10,000 pounds of water, and 50,000 pounds of non-perishable food items, medical supplies and more, had been stored at the Rizal Center's Fellowship Hall in Chicago while transportation options to the Philippines were pursued.
Governor Quinn also announced the opening of a Multi-Agency Resource Center (MARC) in Brookport to make it easier for people affected by the tornadoes to access disaster-related relief services and information. The MARC, which will be open today and Tuesday from 10 a.m. to 6 p.m. at 306 Crockett (behind the Elementary School), will bring together representatives from several local and state agencies in one location.

Newest Veterans Cash Lottery Ticket Launched

On November 11, Governor Quinn launched the newest Veterans Cash instant lottery ticket, a $2 ticket with all proceeds going to benefit Illinois veterans' organizations. The Veterans Day announcement was held at Hope Manor Apartments in Chicago's Humboldt Park neighborhood, followed by stops in Peoria, Milan and Rockford. Since Governor Quinn first championed and launched the program in 2006, Veterans Cash has awarded more than $11 million in grants to more than 210 veterans' organizations statewide. The Illinois Lottery's Veterans Cash game is the first lottery game in the United States to earmark 100 percent of net proceeds to veterans.

Governor Quinn Announces Illinois' Economy Posts Strongest Growth in the Midwest

Governor Pat Quinn announced on November 22 that Illinois' economy posted the strongest growth in the Midwest for September and October, with a gain of more than 25,000 jobs over the two-month period. Illinois reported significant employment gains for both months, while every other Midwestern state lost jobs or barely registered growth in September.
Governor Quinn has initiated and supported numerous programs to bolster the economy, from increased investments in public works projects to a greater emphasis on job training. The programs support the state's transportation network and the skill levels of its workforce, two key attractions for employers. The Governor also has increased emphasis on attracting companies in high-growth sectors such as technology and health care, developed performance-based tax incentives for job creation, and fostered deeper connections between Illinois and international markets.
Under Governor Quinn's leadership, the state has worked relentlessly to identify and recruit companies with strong potential to bring jobs and economic growth to Illinois. The state has added 268,900 private sector jobs since January 2010, when job growth returned to Illinois following a two-year period of declines during the recession.

Thanksgiving Luncheon Sponsored by Chicago Blackhawks Charities Brings Community Hard Hit by Tornadoes Together for Holiday

Governor Pat Quinn, Congressman Aaron Schock, Washington Mayor Gary Manier and Chicago Blackhawks President & CEO John McDonough recently joined to host a Thanksgiving Luncheon for victims of the recent tornadoes and their families. The luncheon - sponsored by the Chicago Blackhawks Charities - was also a way to thank first-responders and volunteers who have worked around the clock since the severe storms touched down on Nov. 17.
Chicago Blackhawks Charities recently donated $200,000 to the 'Washington Tornado Relief Fund,' which will directly assist people in one of Illinois' hardest hit communities as they rebuild their lives. In Washington alone, at least 1,277 homes were damaged, including 586 that were destroyed.

Governor Quinn Encourages People Across Illinois to Help Someone in Need This Thanksgiving

On November 26, Governor Pat Quinn visited the Greater Chicago Food Depository to help volunteers prepare holiday meals and emphasize the importance of supporting Illinois' food banks this holiday season and throughout the year. The state's eight food banks help provide nutritious meals and food to families in need. According to Feeding Illinois, the state food bank association, there are currently more than 1.9 million people across the state who do not have access to nutritious food.
Feeding Illinois has provided meals to more than 1.4 million people in need. In 2011, the association's network of 2,000 pantries, soup kitchens and shelters distributed 120 million pounds of food to residents throughout the state. Governor Quinn Urges Residents Across Illinois to Help Victims of Super Typhoon Haiyan

On November 15, Governor Quinn encouraged everyone in Illinois to support the relief efforts that are helping millions of people in the Philippines who are recovering from Super Typhoon Haiyan. The Governor also thanked the many organizations across Illinois that are working to support relief efforts, including the Filipino American Network (FAN) of Chicago, Philippine American Chamber of Commerce of Greater Chicago, Filipino American Lawyers Association of Chicago and National Filipino American Lawyers Association. Across Illinois, there are more than 135,000 people of Filipino heritage.

Governor Quinn Opens $29.8 Million Bridgeview Railroad Underpass

On November 2, Governor Quinn joined local and state officials to open the new 71st Street railroad underpass in Bridgeview, a $29.8 million project that will greatly reduce traffic delays and improve safety at this key automobile/rail intersection. The grade separation of 71st Street and the IHB/CSX tracks just west of Harlem Avenue will alleviate congestion and improve safety on 71st Street, which sees 4,400 vehicles daily. Construction began in 2011 and the project was one of five regional projects to receive federal and state funds as part of the Chicago Region Environmental and Transportation Efficiency Program (CREATE) partnership.

150th Anniversary Reading of the Gettysburg Address

Just after midnight on November 19, Governor Quinn joined the nation's first reading of the Gettysburg Address on the 150th anniversary of the famous Abraham Lincoln speech. At a special display of an original copy of the document in Lincoln's own handwriting, Governor Quinn and visitors at the Abraham Lincoln Presidential Museum in Springfield listened as a Lincoln re-enactor read the Gettysburg Address to kick off the commemoration of the November 19, 1863 oratory that is one of the world's best-known and most-often-quoted speeches. The Abraham Lincoln Presidential Library and Museum presented its original copy of the address accompanied by an honor guard at the center of the museum, along with a special exhibit of Gettysburg artifacts and dramatic readings from the acclaimed book Team of Rivals.

Sunday's Simple Solutions to Stress-Free Living: Part 3

11. Anchor it in

Think of a time when you felt more confident than you have ever felt before. Now clench your fist. Keep doing this every day. Your body will start to associate the clenched fist with the feeling of confidence. So the next time you aren’t feeling very powerful, just clench your fist.

12. Time travel

Go back in time to all those memories that have robbed you of your confidence and create new meanings to them. Cognitive psychologist, Elizabeth Loftus has shown that memories can be changed and even false memories can be implanted in people. What this means is that you can literally go back in time and change your memories simply by repeatedly picturing the event while anchored into a positive state, so the meaning of the memory will become a positive one.

13. Step into another person’s shoes

The next time you find yourself stuck and facing a challenge, ask yourself what someone you admire would do in your situation. Do what they would do when they go through struggle. One of the fastest ways to get what you want in life is to find someone who has it and do what they have done. The same can be done for a mental state as well.

14. Stand tall

Social psychologist Amy Cuddy has found that a strong body language actually changes the inner workings of your brain. Practice standing tall and embodying a posture of unbreakable confidence everywhere you go. This will ingrain it deep into your mind and your being.

15. Use confident language

If everyday you use the word depressed, you will become so. Studies have repeatedly shown that when people have been exposed to words relating to old age, they walked slower than those that were exposed to younger words. They saw old words and thus acted old. Use words like powerful, unstoppable and confident as a regular part of your daily vocabulary.

November Recycling Event – Fryer Oil to Biodiesel Fuel

Mark your calendar - November 30th – Do Not Toss out Your Cooking Oil

Did you know that cooking oils can be converted into biodiesel fuels? The week of Thanksgiving -  GREEN GREASE ENVIRONMENTAL with SCARCE will be introducing a new program in 11 communities – including Carol Stream, Elmhurst, Glendale Heights and Wheaton. On Saturday November 30th the included communities will have a drop site for you to leave your used cooking oils for recycling.  A small locked dumpster style unit will be at the drop site with one of their employees to accept and dump the used oil for you. Upon completion of this event Green Grease will suck out the oils and the dumpster will be picked up.  This is the first year for this event. Their hopes are to educate residents on FOG (Fats-oils-grease) and then expand this into the communities.  Biodiesel is a cleaner-burning alternative fuel produced from any oil or fat. Here are a few facts on cooking oils and the emissions associated with diesel fuel and heating oil.

For every gallon of waste cooking oil we collect, you will be decreasing the emissions associated with diesel fuel and heating oil emissions.
  • 26% less Carbon Monoxide (CO)
  • 39% less Particulate Matter (PM)
  • 100% offset in Carbon Dioxide (CO2)
There is no sulfur content in vegetable oil (A major carcinogen in diesel fuel.
Vegetable oil emissions are less harmful to the environment and less toxic to people.

6 VITAL Holiday Tips for Maintaining Sanity

1. Realize that relationships are a mirror of where you are in your consciousness.  The higher you grow in your wisdom, the more people reflect back something beautiful.

2. Use a new tool like “expressing boundaries” or any other personal growth tools carefully. Well expressed boundaries are presented with courage, clarity, conviction and compassion.

3. Prepare yourself in advance of holiday events by going through the steps of forgiveness.  If you harbor resentment from the past for someone you'll be visiting, chances are they will get the message loud and clear...and will not hesitate to return the ‘favor.’  BTW...click Randy Ferguson's on tool of the month, Releasing Resentment...perfect for the holidays.

4. Try not to be overly sensitive.  When we get upset, there’s usually an old sore spot in us getting triggered.  This tender area will be specific words that reactivate hurt from the past...words like failure, not good enough, stupid, not worth loving, disappointment, etc.  Now this sounds odd, but if you can truly allow those sore spots to be there...if you can allow yourself to be human...to have “flaws” and laugh at them, those old sore spots lose their power in a big way.  Then when Uncle Ernie asks why you can’t keep a relationship, you can smile and say, “Oh...it’s because I’m a total social misfit.  Please pass the potatoes.”   
5. Focus on what’s good about everyone and let them know.  There’s something special about every single person on the planet if you look for it.  When you can see beneath peoples’ hurt and dysfunction...when you can see that part of them that yearns to love and be loved, you move into a place of mastery in your communications.

6.  Feel gratitude when you see that you are surrounded by abundance and ridiculously blessed with opportunities.  Laugh hard from the belly and have the best holiday season of your life.

Replace the Flat Tax in Illinois NOW

States use two income tax models—a “flat” tax and a “fair” tax. Under a flat tax, the same tax rate applies to everyone, regardless of his or her income. Under a fair tax, taxpayers with lower incomes pay lower rates and taxpayers with higher incomes pay higher rates. The Illinois Constitution mandates that Illinois have a flat income tax.
A Better Illinois is a growing coalition of over 100 organizations that are working together to amend the Illinois Constitution to permit a fair income tax.
Illinois’s flat tax is an outlier when you look at the rest of the country. Of the 43 states with individual income taxes, 34 have a fair tax and only 9 have a flat tax. Even fewer—just 3—are mandated to have a flat tax by their state constitution. READ MORE

Sunday's Simple Solutions for Stress-Free Living: Moving Forward part 2

6. Write a journal

Every time you find yourself stuck or facing a life challenge, write down your thoughts in a journal. This allows you to get out of your head and separate yourself from the impact of the experience. It brings the conscious brain into play while reducing the effects of the unconscious, emotional brain.

7. Exercise

When Richard Branson was asked about his secret to productivity, his response was working out. For at least three days a week, do some sort of exercise. This has been shown to improve habits in all areas of your life and improve your overall self-confidence. It will also give you the energy to overcome the life challenges you might be facing.

8. Get out in nature

Psychologist Marc Berman has shown that interacting with nature improves the quality of a person’s life and their brain functioning as well. Every day, or at least once a week if you live in a big city, get out in nature and spend some time in the serenity of the great outdoors.

9. Celebrate your summits

Write down a list of all your successes you have achieved in your life. Every single one. Try to reach at least 50. Moving forward, any time you experience a win, stop and celebrate it. This will drive your brain to keep taking the actions that led to the pleasurable emotion.

10. Seek out new summits

Similar to a bucket list, write down a list of all the summits you wish to reach in the rest of your life. This gives you something to focus on. It gives you a reason to push through any struggle that might come up in your journey. Bestselling author of the Chicken Soup for the Soul Series, Jack Canfield has found that those who set goals and write them down are far more likely to succeed than those that don’t.

Roskam's November 16th Women's Forum: the real agenda

My Congressman Peter Roskam held his first "Women's Forum" November 16 at the Prairie Landing Golf Club in West Chicago. Checking the agenda, it does not appear Congressman Roskam is truly representing his quite dreadful record on women's issues during his four Congressional terms in his effort to connect with his female constituents. In the interests of Truth In Advertising, here was my suggested alternate agenda for this event:

Panel 1: Why I voted 43 times to prevent 20 million women from getting decent, affordable health care insurance

Panel 2: Violence against Women Act? I voted NO because it doesn't personally affect me or my Tea Party base

Panel 3: Support job creation for women? No dice: that would only help the President

Panel 4: Undocumented women: Pack your bags and get lost. No path to citizenship for you. It's a gignatic border fence and nothing more

Panel 5: Gay women subject ot job discrimination? Speaker Boehner said that doesn't exist. Fageddabout ENDA

Panel 6: Why you should have your rapist's baby

I suspect that the Congressman will turn down my alternative agenda. If he actually used it I'd sure like to be a fly on the wall when the fireworks start.

Sunday's Simple Solutions for Stress-Free Living; Keep Moving Forward Part 1

Have you ever experienced challenges in your life — those times when you felt lost and had no idea how to keep moving forward?
Perhaps it was in a relationship or a business or maybe even a life and death situation.
How would you like to develop a mindset that could help you overcome any life challenge that comes your way?
The reality is that at some point in life, we all go through struggle. But we get to choose how we respond to it. We have the power to build an unstoppable mindset. Any successful person alive today is a testament to that infinite capacity of the human potential.
Like any other muscle in our body though, the ability to overcome challenges needs to be worked out. This ability is in fact the most important muscle to build, because it gives you the confidence to face any challenge life throws your way.
These 20 methods will help you change your mindset about adversity and meet life challenges so you can push through any walls that are blocking you from living your passion.

1. Seek out adversity

Struggle builds character. Often the moments in our life we are most proud of are the ones where we overcame adversity to accomplish something worthwhile. Do something that pushes you to your limits and beyond. Nothing will make you feel more unstoppable than revealing to yourself that you are capable of far more than you ever imagined.

2. Build a team

Success is a team sport. No one does it alone, so don’t try and be the first person in the world to do so. Find friends or family to work together with to drive your life forward. Get in a mastermind group or get an accountability buddy that you check in with every single day to monitor your progress.

3. Focus on the positive

We are all conditioned with what psychologists call “The Negativity Bias.” Unfortunately our brain has a natural inclination to focus on threats and dangers, even perceived ones we create. To destroy this evolutionary construct, throughout your day focus on what is positive and right about the world around you. Find reasons to appreciate everything around you.

4. Label your emotion

The neuroscientist Dr. Matthew Lieberman has shown that the simple act of labeling our emotions reduces activity in the emotional brain and increases activity in the areas of the brain associated with focus and awareness. The next time you are stuck in an emotional pattern that isn’t serving you, label the emotion to separate yourself from the experience. This will allow you to then consciously choose a new one.

5. Choose new stories

We all tell ourselves stories about who we are, how the world works and what people are like. More often than not, as a result of the negativity bias at play, those stories are dis-empowering. Even when the economy is bad, many people are still making money. So you can choose to believe the story that the economy is bad, or you can write a new story that the world is ripe for the picking. If we are going to tell stories, we might as well tell ones that empower us.

Remembering Gene Birmingham

Those of you who receive the email editions of New Ground know that
Gene Birmingham passed away on October 2 of 2013. We had a brief  note
about it in New Ground 150.2. When I attempted to write about Gene for
that issue, I wrote one lame paragraph then quickly realized  that
everything I knew about him was in fragments that really did not make a
narrative. The only thing for it was to bring Gene back on  stage to
speak for himself. I could do that because he wrote for New Ground now
and then. You'll find titles and links to his articles at

Now, more than a month later, I'm giving it a second try. Writing about
Gene hasn't gotten easier.

Gene was a retired minister from the United Church of Christ, having
been the pastor at West Chicago's St. Michael's Church until the end of
the 1990s. He hadn't begun his calling in that denomination; he spoke of
his education at Wheaton College as something he had recovered  from.
The only obvious personal manifestation of his profession seemed to be a
talent for listening and a knack for catching green lights in  traffic.
He also had an interest in the intersection between politics and
religion: How the values and sentiments of religion find expression  in
public policy.

Just what led him to DSA, I don't recall. He joined sometime in 1990.
In September of 1993, he became treasurer of Chicago DSA, elected at a
special election to fill an unexpected vacancy. He finished the term but
then spent the next few years concentrating on Chicago DSA's West
Suburban (DuPage, Will, and Kane counties) branch. In 1996, he was back
on the Chicago DSA Executive Committee, this time as secretary.  He
remained secretary until 2011.

His service on the Executive Committee would have been a great gift
even if Gene had only been the diligent and accurate scribe of meeting
minutes that he was. But he also served as the master of ceremonies for
some of our Debs ­ Thomas ­ Harrington Dinners. He did it well and  did
it graciously. Gene was also skilled in office administration. This may
not sound like much, but mailings seemed to magically  self-assemble
with his assistance.

Gene had other political affiliations besides DSA. He was for many
years a Democratic precinct captain in Addison Township. Outside of
Cook County, fyi, precinct captain is an elected position. He was active
in the West Suburban Faith-Based Peace Coalition. As retired  clergy, he
remained active with his denomination, substituting at services during
vacations, presiding over an occasional wedding, and  helping with other
tasks. Just a few months ago, he was proud to have presided at a "gay"
wedding. They asked for him specifically.

As a former Southsider, he was a big White Sox fan. He was also a big
fan of Bruce Springsteen. In fact, I don't believe I'll ever hear a
Springsteen cut again without thinking of Gene Birmingham. Pardon me
while I go and spin some vinyl.
