It seems to me, and it has for a few years now, that Gary, Indiana could follow a somewhat similar model; turn to urban agriculture and local, organic produce to combat urban hunger and provide a supply for the Chicago organic food market.
If Washington, DC can't get its act together in time, this could be a real asset to the entire region in terms of expertise. However, with our growing season, it wouldn't be much help until next year.
